The 51-page draft report \u2013 anticipated by <a href=\"http:\/\/www.theguardian.com\/world\/2014\/jan\/09\/nsa-gchq-illegal-european-parliamentary-inquiry\" target=\"_blank\">The Guardian<\/a>\u00a0\u2013\u00a0was discussed by the committee on Thursday. The document asserts that western intelligence agencies have been involved in spying on &#8220;an unprecedented scale and in an indiscriminate and non-suspicion-based manner&#8221;.
